This is just a guess, but I'd say a "Neapolitan" is Blonde (vanilla), Brunette (chocolate), and Redhead (strawberry), all at the same time (by analogy to the ice cream). Of course, if it's a reference to the pastry, or to the language, culture, and politics of Naples, all bets are off.
